NAME
startins - starts the insgen process
SYNOPSIS
startins
DESCRIPTION
startins kills off any old insgen processes and then changes to the
current data directory and restarts the telescope control program
as:
insgen list timestamp >>& insgen.log
Finally it submits all the targets in the target directory.
Note: you must be logged into the telescope account to run this
procedure.
